Government Committed to Empowerment of Divyangjans – Chief Minister Vishnudev Sai
Raipur. Chief Minister Shri Vishnudev Sai today attended the Diwali Milan Samaroh organized by the Chhattisgarh Cement Transport Welfare Association at a private hotel in Raipur. On this occasion, the Chief Minister celebrated the festival of lights with specially-abled children, spreading happiness and warmth.

Shri Sai stated that the state government is fully committed to the empowerment of Divyangjans (specially-abled persons). He announced that a fully-equipped, all-inclusive park for Divyangjans will be developed on five acres of land in Raipur.
The Chief Minister interacted affectionately with the children and extended heartfelt Diwali greetings. Students from Kompalvani and Arpan Divyang Sanstha performed a beautiful presentation in sign language. The Chief Minister enthusiastically participated, repeating their gestures and learning to say “Good Morning” and “Good Afternoon” in sign language.

Shri Sai highlighted that significant efforts are being made for the welfare and development of Divyangjans in the state. Free artificial limbs are being provided, and arrangements have been made to link Divyangjans with self-employment through loans to make them self-reliant. He recalled that Union Minister of Social Justice and Empowerment Dr. Virendra Khatik had earlier announced the establishment of a Divyang Park in Raipur, and now, this state-of-the-art park will be developed on a five-acre land.
The Chief Minister appreciated the Chhattisgarh Cement Transport Welfare Association for organizing the Diwali Milan program with Divyang children. He praised the Association’s commitment to social responsibility through various service-oriented initiatives. He mentioned that the Association had earlier provided an ambulance for patients, which continues to benefit many needy individuals.

Shri Sai further stated that this year marks the 25th anniversary of Chhattisgarh’s formation, which is being celebrated as the Silver Jubilee Year. He expressed pride that Prime Minister Shri Narendra Modi will inaugurate the state’s Rajyotsav celebrations. The Prime Minister has set the vision of Developed India 2047, and the state is determined to contribute by building a Developed Chhattisgarh. For this purpose, the state government has prepared the Viksit Chhattisgarh Vision Document, and with collective efforts, the goal will certainly be achieved.
The Chief Minister also mentioned that the state’s road infrastructure is expanding rapidly, significantly improving connectivity. Under the Bharatmala Project, construction work on the Raipur–Visakhapatnam and Raipur–Dhanbad highways is progressing swiftly.
Former Governor of Maharashtra and Tripura, Shri Ramesh Bais, shared that during his tenure as a Member of Parliament, he was part of the Social Justice Standing Committee for Divyangjan affairs. The committee had undertaken an extensive study before the passage of the Divyang Bill, and after its enactment, facilities for Divyangjans tripled. He noted that while serving as Governor, he had opportunities to visit several institutions working for the specially-abled and remarked that ordinary people often fail to comprehend the unique challenges Divyangjans face.
Addressing the gathering, Forest Minister Shri Kedar Kashyap said that due to the reduction in GST rates this year, Diwali celebrations have become even more vibrant. He reminded that former Prime Minister Shri Atal Bihari Vajpayee founded the state of Chhattisgarh, whose Silver Jubilee Year is now being celebrated.
Revenue Minister Shri Tankaram Verma stated that under the vision of Prime Minister Shri Narendra Modi, Chhattisgarh’s planned development is progressing steadily, and with collective effort, the dream of a developed Chhattisgarh will soon be realized.
Skill Development Minister Guru Khushwant Saheb remarked that organizing a Diwali Milan with Divyangjans reflects noble thinking. “Happiness grows when shared,” he said, expressing satisfaction that the Association is actively engaged in social service and encouraging others to contribute.
During the event, Divyang artist Shri Gokarn Patil, who paints with his feet, showcased his remarkable talent before the Chief Minister. Shri Sai praised his artistry and encouraged him wholeheartedly. The Chief Minister also distributed warm clothes to the Divyang children.
